Agenda: Countering Extremist Influence via PMCs and Armed Groups in MENA and Sahel Regions

The MENA and Sahel regions are facing an escalating security crisis as terrorist networks increasingly exploit instability, poor governance, and armed conflicts in order to expand their influence. Private Military Companies (PMCs) and armed groups have become prominent actors in these two regions, constantly blurring the line between security providers and violence exploiters, complicating counter-terrorism efforts.Groups such as Wagner, Al-Qaeda in the Islamic Maghreb (AQIM), ISIS affiliates, and other local militias have capitalized on political instability, poverty, and permeable borders in order to strengthen their foothold. At times, the PMCs have themselves been accused of human rights violations, exploitation of natural resources, and covert engagement with extremist organisations, further fuelling instability and undermining state authority.
Subsequent cycles of violence have worsened humanitarian conditions, displaced millions, and heightened the risk of terrorism spreading across national and regional fronts. Despite international interventions and regional security initiatives, weak institutional frameworks and competing interests continue to hinder effective counter-terrorism strategies.The Counter-Terrorism Committee (CTC) at SpringMUN 2026 is tasked with addressing this growing challenge by developing comprehensive solutions to curb the influence of terrorist organizations and regulate the role of PMCs and armed groups. Delegates will need to analyse the root causes of radicalization, evaluate the role of private security actors, and propose sustainable frameworks for regional cooperation to ensure long-term stability in the MENA and Sahel regions.
