Agenda: The Haiti Security Crisis: Gang Violence, a Political Vacuum, and Threats to International Peace

Haiti has long struggled with political instability, economic fragility, and natural disasters, but the current crisis marks one of its gravest moments since independence. Following the 2021 assassination of President Jovenel Moïse, Haiti was left without a functioning parliament and with a caretaker government that lacked legitimacy. This political vacuum enabled armed gangs to expand their influence, seizing control of neighborhoods, ports, and supply routes. Once localized, these groups have now evolved into heavily armed networks that operate with impunity, threatening civilians and undermining the state’s authority. Today, over 80 percent of Port-au-Prince is estimated to be under gang control, with kidnappings, killings, and sexual violence becoming widespread tools of intimidation. The Haitian National Police, underfunded and overstretched, has been unable to restore order. Meanwhile, food and fuel blockades orchestrated by gangs have deepened an already severe humanitarian crisis, pushing thousands to flee the country. The instability has spilled across borders, raising concerns for regional security, migration, and international peace.

 

In this committee, delegates are expected to approach the issue with urgency, creativity, and cooperation. Solutions must address both the immediate violence and the underlying causes: weak governance, poverty, and corruption. Delegates should balance respect for Haiti’s sovereignty with recognition of the international community’s responsibility to act. Your challenge is to propose strategies that ensure stability, safeguard human rights, and lay the groundwork for Haiti’s long-term recovery.
